Most ignitors need to be bolted to the chassis of the car to get a good earth. They usualy have a metal grounding plate of some sort on one side near/around the mounting hole.

There were a couple of Cappo guy's that didnt bolt theirs to the chassis and had no spark.

Might sound dumb, but as Brayden said it could be something to do with the CAS.
Check if the ecu set for a rising or falling signal from the CAS, it may be the wrong way around?

The cappo you saw was probably one from Toowoomba which was sold at a classic car auction in Toowoomba a month or two ago. It was unregistered so that was probably it going to its new home. Cruises?
