Carby/Idling problem

Carby/Idling problem.
Got a Mikuni carb on a F5A motor that wont idle. It seems ok once we get it going but dies once revs go under 1000-1500 rpm.  Also needs petrol poured in carb throat to get it going.
I guess its the idling jet/passageway- I've cleaned it out but must still be some crap in there. Or some restriction somewhere in idling circuit?
Also confused about the little brass rod that came out of upper throttle body, marked T in the photo, sitting on a bit of bluetack. Can anyone tell me if the position its in on other photo is correct? 
Also anyone suggest a good carb re-conditioner in Perth?

Looking at the condition of the secondary throttle intake there's likely to be more than just one problem.
These are pretty simply carbies though. You can buy a fuelmiser rebuild kit for about $80 and clean/rebuild yourself with some cleaner and an air compressor. You'll also need to replace the secondary throttle vacuum pot or make a mechanical linkage instead.

You've lost me there- why do I need to replace the pot? Ant idea about that brass rod?
