ok so now in QLD you take the weight of your car and multiply by 5 for n/a and 3 for forced
on this basis, MB at 550 for n/a means rotary, how difficult would this be in theory ?

I don't know where you're getting your information, but QLD has implemented the NCOP for modifications.
Here's the part on engines: http://www.infrastructure.gov.au/roads/ ... 011_v3.pdf

The weight multiplier for vehicles under 800kg is 3x for N/A and 2.5x for forced induction. Rotary conversions used to have a 1.5 multiplier, but the NCOP isn't clear about whether that still applies.
