Does this sound like an actuator problem?

Apart from the lack of boost, does the engine function normally? No hesitation or flat spots?

Put the old turbo back on yesterday, which was surprisingly hassle free. Had to RTV a hole in a coolant line going to the turbo, but my whole engine is held together just about by RTV so that's no change. And I finally have boost again! When I put my foot down the boost spools up and the car feels a lot more sprightly. Now I've just got to find out what is wrong with this turbo I've got.

the obvious thing would be that the compressor wheel is spinning on it's shaft (ie. the nut has come loose)?????

worse case would be that the shaft has snapped from spinning past it's max rpm, but that would have caused a fair amount of damage to the housings and made the piston seals leak oil everywhere......

Pulled the O2 housing off and had a quick look. Wastegate hole looks in ok condition. While the exhaust wheel looks like it might have seen a few better days, it doesn't look shocking to me. Might be my lack of knowledge though.
