Really depends on the offset of the wheels. The tyre width means you'll need to roll your arches.

ok so I can get 165/65R13 from my local bob jane for around 110 each, meant to be 4mm larger than standard all up. Hopefully this works out well

Assuming the offset is right then 165/65 will fit, but they're a fair bit more than 4mm larger than the original 145/70/R12.

No, they generally dont. The diameter difference is about 25mm.
Did they advise that you need special wheel nuts?

Well 165/65 works on a set of 13" hotwires with no scrubbing

Swift GTi wheels are your best bet. You will need special wheel nuts as the stud holes are 12mm, but the MB only has 10mm studs.
