Running without bumpers.

Ignoring visual and front indicators/placement.
Is there any legal issue to not running front or rear bumpers?

Anything that is part of the crash structure of the vehicle cannot legally be removed. Because the front bumper is tied to the chassis it has to stay, but the rear bumper is just bolted to the body, so technically it can go - although you'd probably need to argue the point with Mr Plod at some point.

So because of collision factor to a blind pedestrian. Technically the front bumper cannot be removed?
I would have thought the opposite.
Given the rear brackets are spot welded on., opposed to the removal brackets of the front bumper.
Oh well.
