A little update on my progress (or lack thereof) with this issue. This evening I pulled the hose off the actuator and fitted up a bike pump to it. Gave it a bit of pressure and could see the actuator arm moving smoothly as pressure built up and then subsided. So at least the actuator side of that is...

use a bike pump to apply the air pressure to the wastegate actuator....NOT an air compressor (for obvious reasons). my money is on; 1. Jammed or rusted wastegate.
